The North Queensland Land Council (NQLC) is holding a Native Title Information Session followed by two Authorisation Meetings, as follows:

Day 1: Information Session

DATE: Wednesday, 27 August 2025

TIME: 9:00am to 5:00pm

Day 2: Authorisation Meetings #1 and #2

DATE: Thursday, 28 August 2025

TIME: 9:00am to 5:00pm

VENUE: Royals Church Auditorium – 9 Park Avenue, Mareeba QLD 4880


DAY 1: INFORMATION SESSION

On Wednesday 27 August 2025 the NQLC is holding an information session to explain the forthcoming Authorisation Meetings #1 and #2 to be held on Thursday 28 August 2025 to all Muluridji People in attendance, and for those Muluridji People to ask questions about both of the Authorisation Meetings.

The information session will:

  • Give you an update on the Muluridji #3 claim and explain what is proposed; and
  • Explain each of the proposed resolutions of both Authorisation Meetings; and
  • Go through the s.87A agreement (an agreement for the proposed Muluridji #3 Consent Determination) to explain it and answer any questions.

The Applicant and NQLC will also be available to answer any questions you have about the native title process, the Applicant, the lawyers, the “prescribed body corporate” (the corporation which represents native title holders after a determination of native title) for the proposed determination or anything else not listed above.

All members of the Muluridji People are invited to attend the information session. Muluridji People are those who are the biological or adoptive descendants (in accordance with Muluridji traditional laws and customs) of the following apical ancestors:

a) Billy and Kitty (parents of Jimmy Riley).

b) Mick Fraser/Brazier and his wife Kitty (parents of Rosie Frazier).

c) George Baker (father of Nellie, Lucy, Willie and Lulu Baker).

d) Mick Sheppard (father of Johnny, Violet, May, Willie, Stanley, Ronnie and Millie Sheppard).

e) Annie Green (mother of Jack and Arthur Madigan and Tom King).

f) Dolly Hughes (mother of Jessie and Thelma Hughes).


DAY 2: AUTHORISATION MEETINGS

The NQLC, with the Muluridji #3 claim Applicant, will be holding two meetings on Thursday 28 August 2025 asking all Muluridji people to authorise the Applicant and the lawyers employed by NQLC to do a number of things in relation to claims for native title for the Muluridji People.

Authorisation Meeting #1 will be about a claim for native title that is already before the Federal Court. We call that claim the Muluridji #3 claim. Authorisation Meeting #2 will be about making a new claim for native title in the Federal Court, over an area that is not covered by an existing or determined claim.


AUTHORISATION MEETING #1

This notice invites all members of the Muluridji People who are the biological or adoptive descendants (in accordance with Muluridji traditional laws and customs) of the following apical ancestors:

(a) Billy and Kitty (parents of Jimmy Riley).

(b) Mick Fraser/Brazier and his wife Kitty (parents of Rosie Frazier).

(c) George Baker (father of Nellie, Lucy, Willie and Lulu Baker).

(d) Mick Sheppard (father of Johnny, Violet, May, Willie, Stanley, Ronnie and Millie Sheppard).

(e) Annie Green (mother of Jack and Arthur Madigan and Tom King).

(f) Dolly Hughes (mother of Jessie and Thelma Hughes).

 

The agenda items for Authorisation Meeting #1 is as follows:

  1. Confirm the decision-making process to be used for making decisions at the meeting.
  2. Authorise that the existing Muluridji #3 claim be partitioned into the two different parts, becoming Part A and Part B.
  3. Confirm the Authorisation of the Applicant and to provide authority to prosecute the claim and deal with all matters arising in relation to it and confirm the conditions on the authority of the Applicant.
  4. Consider, and if appropriate, develop and authorise a succession plan in the event any one or more members of the Applicant are no longer able to fulfil their role as a member of the Applicant for the existing Muluridji #3 claim.
  5. Authorise the entry by the Applicant into an agreement under s.87A of the Native Title Act 1993 (Cth) between the Muluridji Applicant, the State, and other respondents, for the purpose of securing a consent determination recognising the native title rights of Muluridji People in the Muluridji #3 Part A Claim Area.
  6. Authorise the Applicant to nominate Muluridji Tribal Aboriginal Corporation RNTBC ICN 7580 to be the Prescribed Body Corporate to hold native title rights as trustee, on behalf of the common law holders of native title to the Federal Court, in accordance with ss.56 and 57 of the Native Title Act 1993 (Cth).
  7. Authorise the Applicant to give instructions for the NQLC to act as the legal representative of the Applicant and the claim group, to make minor technical amendments to the draft s.87A agreement and do all things necessary pursuant to the Native Title Act 1993 (Cth) to progress the application to a determination of native title.

This notice invites all members of the Muluridji People who are the biological or adoptive descendants (in accordance with Muluridji traditional laws and customs) of the following apical ancestors:

a) Billy and Kitty (parents of Jimmy Riley).

The agenda items for Authorisation Meeting #2 are as follows:

  1. Confirm the decision making process to be used for making decisions at the meeting.
  2. Consider, and if appropriate, authorise a native title claim group description for a new claim as being “the biological and adoptive descendants (in accordance with traditional law and custom) of the above Muluridji apical ancestors” (which is the same claim group as that for the Muluridji #3 claim).
  3. Consider, and if appropriate, authorise an application for native title to be made over the claim area in Map 2 contained in this notice.
  4. Consider, and if appropriate, authorise persons from the claim group to be the members of the Applicant for a new application for a determination of native title.
  5. Consider, and if appropriate, develop and authorise a succession plan in the event any one or more of persons authorised to be the members of the Applicant are no longer able to fulfil their role as a member of the Applicant (including if they withdraw their consent to be nominated as a member of the Applicant any time before the new claim is made), as it applies to the claim area in Map 2.
  6. Consider, and if appropriate, authorise the Applicant to provide instructions to NQLC to act as the legal representative of the claim group, to complete and file in the Federal Court the native title determination application, to make minor technical amendments to the application and do all things necessary pursuant to the Native Title Act 1993 (Cth) to progress the application to a determination of native title.
