Djabugay Nation Native Title Claim (QUD692/2016) – Community Consultations – Claim Group Description
The North Queensland Land Council (‘NQLC’) are hosting several community consultations to discuss the Claim Group Description in your native title claim. The meetings are scheduled as follows:
What is the purpose of these meetings?
These meetings are to discuss the Claim Group Description for the Djabugay Nation Native Title Claim (QUD692/2016) and to consider and discuss possible future changes.
A native title claim uses a Claim Group Description to describe the people who will hold native title after a determination. The Djabugay Nation Native Title Claim Group is comprised of those who descend from one or more of the apical ancestors (including through traditional adoption) that follow:

3. Ginny/ Jinny Njujingai;
4. Worundu and Maritjima (parents of Ernest Bounghi);
5. Billy Boyle;
6. Nellie Kuranda nee Street (mother of Topsy Thomas and others);

8. Jerry Bardon;
9. Maggie (mother of Janie Clark nee Brown);
10. Robert Clarke;
11. Joshua Barron;
12. Merukan (father of Toby Brim and others)
13. Annie Brim;
14. Barney Hunter and Minnie Street;
15. Tambo/ Sambo Street and Kitty Street;
16. Jimmy Hobbler;

For clarity, the Djabugay-Yirrganydji-Bulway-Nyakali-Guluy People can trace descent from the above ancestors either through patrifilial or matrifilial links.
At the community consultations, we are providing an opportunity for Djabugay, Bulway, Yirrganydji, Nyakali, and Guluy People to consider and discuss the following Apical Ancestors in
the Claim Group Description. Discussions will include the way they are described in the claim, and for some, whether they should be added or removed:
a) Robert Clarke being changed to ‘Kitty (the mother of Robert Clarke)’ and ‘Rosie (the mother of Lizzie Street)’.
b) Charlie and Walter Fourmile’s inclusion as ancestors.
c) Winmai (the mother of Mick Sheppard)’s inclusion as an ancestor.
d) Changing Jinny the mother of Tambo Banning to ‘the unnamed father of Tambo Banning and Jack Banning’.
It is important that you understand that no binding decisions will be made at these community meetings. Your attendance at one of the meetings is nonetheless very important to be informed
and to provide your feedback on the changes that need to be considered.
What will happen after the community meetings?
After the community meetings, NQLC will:
- provide a written report to the Djabugay, Bulway, Yirrganydji, Nyakali, and Guluy People which records the outcomes of the community meetings and provides recommendations
about the next steps to authorise any changes to the claim group description; and - set in place arrangements for the Djabugay, Bulway, Yirrganydji, Nyakali, and Guluy People to attend an authorisation meeting to be held in Cairns over two days (the authorisation meeting will ask Djabugay, Bulway, Yirrganydji, Nyakali, and Guluy People to make binding decisions to authorise changes to the claim group description.

Please note that NQLC is unable to assist with travel expenses for people to attend these community meetings. One of the reasons for holding the meetings over three days in different
locations is to give all Djabugay, Bulway, Yirrganydji, Nyakali, and Guluy People the option of attending at a conveniently located venue without incurring travel expenses.
