THE DJABUGAY NATION (QUD692/2016) CLAIM GROUP
COMPRISING THE DJABUGAY, BULWAY, YIRRGANYDJI, NYAKALI AND GULUY PEOPLES

An Information Session and an Authorisation Meeting for the Djabugay Nation comprising of the Djabugay, Bulway, Yirrganydji, Nyakali and Guluy Peoples, will be held by the North Queensland Land Council as follows:

AUTHORISATION MEETING

PURPOSE:

This meeting is an additional meeting that will consider the same issues as were considered at the 8 August 2023 meetings.

This meeting is called to consider the important question as to whether or not the Djabugay Nation (QUD692/2016) claim comprising the Djabugay, Bulway, Yirrganydji, Nyakali and Guluy Peoples should be COMBINED with the Yirrganydji (Irukandji) People (QUD14/2019) and Yirrganydji (Irukandji) People #2 (QUD337/2015) claims.

At the previous meeting on 8 August 2023, the claim groups for the Yirrganydji (Irukandji) People (QUD14/2019) and Yirrganydji (Irukandji) People #2 (QUD337/2015) passed resolutions authorising their two claims to be combined with the Djabugay Nation (QUD692/2016) claim.

The claim group for the Djabugay Nation claim however, did not pass any resolutions about the possible combination – whether for or against. That is why this further meeting
is being called. A decision needs to be made, whether for or against, as to whether or not to combine.

If the claims are combined, there will then be only ONE claim – the Djabugay Nation claim – over the whole of the area of each of these claims. That is, the Djabugay Nation claim
would be the ONLY claim that would cover both the areas within the black outline of the Djabugay Nation (QUD692/2016) claim, and the areas of the Yirrganydji (Irukandji) People claims highlighted in green and purple, as set out in the map.


WHO CAN COME TO THIS MEETING:

This meeting is open to all members of the Djabugay Nation native title claimants comprising of the Djabugay, Bulway, Yirrganydji, Nyakali and Guluy Peoples who are the biological or adoptive descendants (in accordance with traditional laws and customs) of the following apical ancestors:

AGENDA

The Agenda items for the Authorisation Meeting are as follows:

  1. Confirmation of a decision making process;
  2. Consider the issue of whether to combine of the Djabugay Nation (QUD692/2016) claim with the Yirrganydji (Irukandji) People (QUD14/2019) and Yirrganydji (Irukandji) People #2 (QUD337/2015) claims.
  3. If appropriate, authorise:
    a. the Djabugay Nation (QUD692/2016) native title claim to be combined with the Yirrganydji (Irukandji) People (QUD14/2019) and Yirrganydji (Irukandji) People #2 (QUD337/2015) native title claims ; and
    b. the Djabugay Nation native title claim (QUD692/2016) be the lead claim; and
    c. the applicant for the Djabugay Nation native title claim to apply to amend its claim to combine it with the two Yirrganydji claims (Yirrganydji (Irukandji) People (QUD14/2019)
    and Yirrganydji (Irukandji) People #2 (QUD337/2015).
  4. Discussion around possible Prescribed Body Corporate (PBC) structures for a combined claim and determination (noting that no specifi c decision will be made at this meeting but
    instructions may be able to be provided from the claim group to the applicant about the issue).
